In the general framework of educational research, the present paper proposes a model of project management in terms of designing and implementing a distance learning program for Chemistry field, implemented through the specific activities of the Rural Education Project. The paper is focused on the main steps in designing distance learning programs and on educational principles in setting-up the curriculum framework and general and specific competencies, with reference on the Chemistry field. The educational program we refer to was specifically addressed to the rural teachers who teach Chemistry, having bachelor degree in Sciences or in other subject/domain than Sciences.The coherence of the design and the effectiveness of the curriculum framework implemented through modern teaching courses recommend this educational program as having the potential to be applied at national level in the Romanian universities.
